Overview
Maine enforces a statewide building code through the Maine Uniform Building and Energy
Code (MUBEC). This code applies to all municipalities, but enforcement is mandatory only
in municipalities with populations over 4,000. Municipalities with fewer than 4,000
residents may choose to adopt and enforce MUBEC at their discretion.
Maine recently adopted the 2021 International Residential Code (IRC) with amendments, which went into effect on April 7, 2025.

Statewide Adoption

without making significant amendments, ensuring consistency in construction regulations
across the state.
