Nevada

Overview

Nevada follows a hybrid approach to building code adoption. While building codes are primarily enforced at the local level, the state establishes a few minimum statewide standards that must be included in all local codes. These state-mandated standards include seismic provisions, energy efficiency requirements, and compliance with the National Electrical Code (NEC). Additionally, NRS (Nevada Revised Statutes) 278.580 requires that local jurisdictions adopt seismic provisions from the International Building Code (IBC) and allow for sustainable building materials and renewable energy technologies where feasible.

Local jurisdictions have the authority to amend and expand upon these standards to address regional needs, but they cannot adopt less stringent requirements than those set by the state.

Additionally, NRS 278.580 outlines requirements for minimum building standards, seismic safety, and energy efficiency. Nevada has also adopted the 2018 IBC, 2018 IECC, ANSI/ASHRAE Standard 90.1 for energy efficiency, and other specialized codes, with local jurisdictions enforcing additional amendments as needed.

State and Local

Hybrid Adoption

A hybrid adoption system means codes can vary at state and local level. Many times the state establishes a base code for building regulations and local jurisdictions then have the authority to amend or adopt more stringent requirements. This allows flexibility for cities and counties to tailor codes to their specific needs while maintaining a foundational standard set at the state level.
