Overview
Colorado does not have a statewide building code; instead, building codes are primarily
adopted and enforced at the local level. However, certain state agencies regulate specific
building types:
- The Colorado Department of Public Safety, Division of Fire Prevention and Control adopts building codes for the construction of public K-12 schools and health facilities.
- The Division of Housing’s Building Codes & Standards Section (under the Department of Local Affairs) enforces codes for manufactured homes and factory-built buildings.
- This Division also adopts and enforces building codes for site-built hotels, motels, and multifamily buildings in jurisdictions that do not have their own building codes.
Since enforcement varies by jurisdiction, it is important to check with local municipalities to
confirm specific code requirements and amendments
CodePro Uses the Following Codes for Answers:
- 2021 International Residential Code (IRC)
- 2021 International Plumbing Code (IPC)
- 2023 National Electrical Code (NEC) – Effective 8/1/2023

Since codes vary by city and county, refer to local jurisdictions for amendments. For example,
Denver has additional amendments to the 2021 I-Codes, which can be reviewed here.

Local Adoption
A local adoption model means that the state does not mandate uniform building codes,
leaving code adoption and enforcement entirely to local jurisdictions. Cities and counties
determine which codes to implement, leading to potential variations in regulations across
different areas within the state.
